&#038; Offices"},"content":{"rendered":"<div>\n<h2>Departments<\/h2>\n<\/div>\n<hr>\n<ul>\n<li>\n<h3>Financial Revenues Department<\/h3>\n<div>The Financial Revenues Department is responsible for the following:<\/p>\n<ul>\n<li>Follow-up data related to the revenues of local administrative units,<br \/>\nsectors, central agencies and other entities related to the collection of<br \/>\npublic revenues through monthly reports stipulated in the budget,<br \/>\naccounts and stores regulations.<\/li>\n<li>Suggesting proposals related to regulating the self-revenue collected<br \/>\nfrom ministries and other public bodies to ensure its supply to the<br \/>\npublic treasury.<\/li>\n<li>Establishing a mechanism for settling the entitlements of public<br \/>\ncompanies approved in the general budget and making accounting entries for them in coordination with the relevant parties within the Ministry.<\/li>\n<li>Preparing periodic and annual follow-up reports on revenues and<br \/>\ncommunity share.<\/li>\n<li>Take measures and arrangements to preserve the rights of the public<br \/>\ntreasury and determine the rates of consumption of capital<br \/>\nexpenditures and financial assets of public companies.<\/li>\n<li>Taking measures and arrangements to preserve the rights of the public treasury and determining the rates of consumption of capital expenditures and financial assets of companies.<\/li>\n<li>Follow up the central deductions related to public sector employees<br \/>\nand match them with the competent authorities to take the necessary<br \/>\nmeasures for settlement.<\/li>\n<li>Preparing the periodic report on workflow of the department and<br \/>\nreferring it to the competent authorities in the Ministry.<\/li>\n<\/ul>\n<\/div>\n<\/li>\n<li>\n<h3>Budget management<\/h3>\n<div>\n<p>The Budget Department is specialized in the following:<\/p>\n<ul>\n<li>Preparing the Annual Circular with the rules that must be followed to<br \/>\nprepare the draft general budget and circulating it to the bodies whose<br \/>\nbudgets are subject to the law of the State&#39;s Financial System.<\/li>\n<li>Receiving and compiling the projects of the general budget sent by the<br \/>\nvarious administrative units that are subject to the law of the Financial<br \/>\nSystem of the State and referring them to the Finance Committee<br \/>\nalong with the remarks of the Department.<\/li>\n<li>Preparing the draft of Public Budget.<\/li>\n<li>Keeping records of the Public Budget allocations and following up on<br \/>\nany changes thereto.<\/li>\n<li>Preparing statements of commitments and expenditures on<br \/>\ndevelopment projects and updating them every three months.<\/li>\n<li>Coordinating with the competent department of the Central Bank of<br \/>\nLibya regarding the disposal of the public budget accounts and<br \/>\nensuring that the amounts approved in the budget are included in their<br \/>\naccounts on a regular basis.<\/li>\n<li>Preparing and issuing memos and reports regarding the presentation<br \/>\nof the state&#39;s draft public budget and participating in the drafting of its<br \/>\ndraft law.<\/li>\n<li>Follow-up on the revenues of the public budget in coordination with the<br \/>\nrelevant authorities and alerting them to any deviations on a timely<br \/>\nbasis.<\/li>\n<li>Preparing financial authorizations for the public budget in accordance<br \/>\nwith the legally established forms and referring them to the concerned<br \/>\nauthorities after their approval.<\/li>\n<li>Follow up on recurring spending operations and take into account the<br \/>\ngradual spending throughout the fiscal year as much as possible and<br \/>\nfollow up the exchange operations in line with work necessities and<br \/>\nmeet its actual needs.<\/li>\n<li>Follow up the surpluses from the allocations before the end of the<br \/>\nfiscal year and work to return them to the public treasury and take legal measures in this regard in accordance with the regulating<br \/>\nlegislation.<\/li>\n<li>Studying the requests of the various entities related to making<br \/>\namendments in their budget items, and preparing reports on those<br \/>\namendments.<\/li>\n<li>Producing periodic reports on the implementation of the public budget.<\/li>\n<li>Preparing periodic reports on the workflow of department and<br \/>\nsubmitting them to the competent authorities in the Ministry.<\/li>\n<\/ul>\n<\/div>\n<\/li>\n<li>\n<h3>Treasury Management<\/h3>\n<div>\n<p>The Treasury Department specializes in the following:<\/p>\n<ul>\n<li>Take the necessary measures to open the bank accounts of the State,<br \/>\nfollow up their movement in income and expenditure, prepare<br \/>\nsettlements for them, and submit monthly reports on them.<\/li>\n<li>Suggesting proposals regarding determining the payments that may<br \/>\nbe paid in cash in accordance with the applicable financial legislations.<\/li>\n<li>Suggesting Officials to be authorized for signing of the checks drawn<br \/>\non the accounts of the public treasury.<\/li>\n<li>Take the necessary measures to print the financial receipts stipulated<br \/>\nin the Budget, Accounts and Stores Regulations and review them to<br \/>\nverify the correctness of their sequence and keep copies of the<br \/>\ncertificate issued by the printing press in the quantity that was printed<br \/>\nfrom it.<\/li>\n<li>Liquidate the allocations of public entities in the general budget in<br \/>\naccordance with the prescribed financial arrangements.<\/li>\n<li>Receiving a statement of the treasury movement at the end of each<br \/>\nmonth from the financial services monitors in the local administrative<br \/>\nunits, and taking the necessary measures in this regard in accordance<br \/>\nwith the legislation in force.<\/li>\n<li>Establishing the necessary mechanism to follow up on the fund\u2019s<br \/>\njournals and records of permanent advances in public entities and<br \/>\ncoordinate with the financial services monitors in the local<br \/>\nadministrative units, the internal audit office and the accounts<br \/>\nmanagement to ensure the implementation of the legislation in force.<\/li>\n<li>Keeping records of payments made in foreign currencies to provide<br \/>\nthe concerned authorities with the necessary data to benefit from them<br \/>\nwhen preparing studies for the use of the foreign currencies.<\/li>\n<li>Participate in the annual inventory committees and committees for the<br \/>\ndestruction of valuable documents and the like, submit the necessary<br \/>\nreports on the progress of their work, and keep their work records in<br \/>\naccordance with what is decided in this regard.<\/li>\n<li>Take the necessary measures to close the accounts of the public<br \/>\ntreasury and refer them to the Accounts Department on the legally<br \/>\nspecified dates.<\/li>\n<li>Take the necessary measures regarding the comments received from<br \/>\nthe Internal Audit Office of the Ministry in relation to the work of the<br \/>\nDepartment.<\/li>\n<li>Preparing periodic reports on the workflow of the department and<br \/>\nsubmitting them to the competent authorities in the Ministry.<\/li>\n<\/ul>\n<\/div>\n<\/li>\n<li>\n<h3>Follow-up Department<\/h3>\n<div>\n<p>The Follow-up Department is responsible for the following:<\/p>\n<ul>\n<li>Follow up on the implementation of the Public Budget and prepare the<br \/>\nfollow-up reports stipulated by law.<\/li>\n<li>Conducting an evaluation of the large and important public projects<br \/>\nthat are under implementation to demonstrate any deviations in their<br \/>\neconomic and technical feasibility and suggest the required<br \/>\ntreatments, including proposals to amend, postpone or stop the<br \/>\nproject.<\/li>\n<li>Following up the implementation of development projects through the<br \/>\npublic entities that these projects are belong to in order to determine<br \/>\nthe extent to which they have achieved their objectives.<\/li>\n<li>Alert to weaknesses or defects in sectoral and spatial coordination that<br \/>\nwould limit the benefit of the project upon completion of its<br \/>\nimplementation.<\/li>\n<li>Contribute with the competent departments of the Ministry in preparing<br \/>\ndraft plans and programs of the Public Budget and clarify the<br \/>\nnecessary needs in coordination with the concerned authorities in light<br \/>\nof the data provided by these authorities.<\/li>\n<li>Following up the collection of data related to the implementation of the<br \/>\nPublic Budget with the ministries and agencies, and it may<br \/>\nrecommend stopping or recovering the funds released in favor of the<br \/>\npublic entity if it does not provide it with the required data.<\/li>\n<li>Conducting field visits to verify the extent of implementation of the<br \/>\nPublic Budget.<\/li>\n<li>Following up the decisions and instructions issued by the Council of<br \/>\nMinisters regarding the work of the Ministry and its affiliated bodies,<br \/>\nand following up on their implementation.<\/li>\n<li>Follow-up on the decisions issued by the Ministry of Finance regarding<br \/>\nthe work of the Ministry and its affiliates.<\/li>\n<li>Following up the preparation of responses to the Audit Bureau.<\/li>\n<li>Follow-up on the performance of departments, offices and agencies<br \/>\naffiliated with the Ministry and submit periodic reports on their<br \/>\nperformance.<\/li>\n<li>Preparing periodic reports on the workflow of the department and<br \/>\nsubmitting them to the competent authorities in the Ministry.<\/li>\n<\/ul>\n<\/div>\n<\/li>\n<\/ul>\n<ul>\n<li>\n<h3>Accounts Department<\/h3>\n<div>\n<p>Accounts Department is concerned with the following:<\/p>\n<ul>\n<li>Organizing the accounting entries in accordance with what is<br \/>\ndetermined by the law of the Financial System of the State and the<br \/>\nbudget, accounts and warehouse regulations, and the classification of<br \/>\nexpenses and revenues in the Public Budget.<\/li>\n<li>Taking the necessary measures regarding copying the pages of the<br \/>\nfund&#39;s journal and copying the receipts listed in those pages received<br \/>\nfrom the financial services monitors in the local administrative units,<br \/>\nanalyzing them and making proposals thereon.<\/li>\n<li>Collecting the monthly accounts of all public entities that are financed<br \/>\nfrom the Public Budget, including those located abroad, and taking<br \/>\naccounting procedures regarding preparing reports to close them in<br \/>\naccordance with the legislation and regulations in force in this regard.<\/li>\n<li>Preparing the Close Account of the State on the legally prescribed<br \/>\ndates.<\/li>\n<li>Follow-up and settlement of payments and receipts made outside the<br \/>\nbudget and preparing the necessary data about them.<\/li>\n<li>Keeping a record of the names of the employees who are authorized<br \/>\nto keep the financial covenants and permanent advances in the public<br \/>\nauthorities according to what is decided, keeping the declarations<br \/>\ncontaining the remaining balance of the advance for each employee<br \/>\nand following up its closure at the end of each financial year.<\/li>\n<p>.<\/p>\n<li>Coordinate regarding granting permission to public authorities to open<br \/>\nbank accounts and supervising them with the competent authorities in<br \/>\nline with the legislation in force and alerting of any violations in this<br \/>\nregard.<\/li>\n<li>Preparing periodic reports on the workflow of the department and<br \/>\nsubmitting them to the competent authorities in the Ministry.<\/li>\n<\/ul>\n<\/div>\n<\/li>\n<li>\n<h3>Financial Controllers Department<\/h3>\n<div>\n<p>The Financial Controllers Department is responsible for the following:<\/p>\n<ul>\n<li>Proposing the designation of financial controllers and their assistants<br \/>\nat home and abroad in accordance with the legislation in force.<\/li>\n<li>Inspection of the financial controllers and their follow-up to ensure the<br \/>\nproper performance and implementation of financial legislation, and to<br \/>\nensure that they carry out the tasks assigned to them from keeping<br \/>\naccounting records and keeping them in accordance with the law of<br \/>\nthe financial system of the State and the regulations issued pursuant<br \/>\nthereto, and alerting about any shortcomings, omissions or violations<br \/>\nof the law in the performance of their duties.<\/li>\n<li>Receiving the periodic monthly reports prepared by the financial<br \/>\ncontrollers of the various public administrative units, studying and<br \/>\nevaluating them, and referring them to the competent authorities in the<br \/>\nMinistry together with the Department opinion in this regard.<\/li>\n<li>Participation in the committees charged with inspecting scrap items in<br \/>\nvarious public administrative units in accordance with the provisions of<br \/>\nthe budget, accounts and stores regulations.<\/li>\n<li>Take the necessary measures regarding the observations received<br \/>\nfrom the Internal Audit Office of the Ministry.<\/li>\n<li>Preparing periodic reports on the workflow of the department and<br \/>\nsubmitting them to the competent authorities in the Ministry.<\/li>\n<\/ul>\n<\/div>\n<\/li>\n<li>\n<h3>Administrative and Financial Affairs Department<\/h3>\n<div>\n<p>The Administrative and Financial Affairs Department is responsible for<br \/>\nthe following:<\/p>\n<ul>\n<li>Preparing procedures related to personnel affairs such as<br \/>\nappointment, promotion, transfer, delegation, secondment, leave, discipline and other functional matters in accordance with the<br \/>\napplicable laws and regulations in this regard.<\/li>\n<li>Preparing and counting job needs and setting plans and training<br \/>\nprograms and qualifying the employees of the administrative<br \/>\napparatus of the Ministry in order to achieve raising their performance<br \/>\nin coordination with the organizational divisions of the administrative<br \/>\napparatus.<\/li>\n<li>Carrying out the public services stipulated in Law No. (19) for the year<br \/>\n1998, regarding the organization of the services of administrative units<br \/>\nfor its affiliates and its executive regulations.<\/li>\n<li>Maintaining the facilities of the administrative apparatus of the Ministry<br \/>\nand taking care of their cleanliness and maintenance periodically.<\/li>\n<li>Carrying out work related to archives affairs and organizing them in a<br \/>\nway that ensures the recording and circulation of substantive files,<br \/>\ndocuments and correspondence, their preservation and ease of<br \/>\nreference, and supervising printing, copying and photocopying, and<br \/>\nintroducing mechanization in these areas.<\/li>\n<li>Preparing the draft budget of Ministry and initiating all financial<br \/>\nprocedures to implement it in accordance with the legislation in force,<br \/>\nproviding the Ministry&#39;s needs, and providing the stores with the<br \/>\nnecessary items within the limits of the approved appropriations.<\/li>\n<li>Circulating relevant legislation and circulars on the organizational<br \/>\ndivisions of the Ministry.<\/li>\n<li>Undertook the secretariat of the Personnel Committee and the<br \/>\nDisciplinary Council in the administrative apparatus, preparing,<br \/>\nclassifying, arranging and keeping the minutes of their sessions,<br \/>\ntaking the necessary measures to implement them and reporting them<br \/>\nto the competent authorities.<\/li>\n<li>Collecting the revenues of the administrative apparatus of the Ministry,<br \/>\npreparing the salaries and entitlements of its employees, and carrying<br \/>\nout customs clearance work for the equipment, machinery and tools<br \/>\nimported by the agency to accomplish the tasks assigned to it.<\/li>\n<li>Carrying out the treasury work of the administrative body of the<br \/>\nMinistry.<\/li>\n<li>Preparing plans to develop the institutional performance of the<br \/>\nMinistry.<\/li>\n<li>Supervising the work of guarding, security and safety of the Ministry&#39;s<br \/>\nfacilities.<\/li>\n<li>Supervising the work of guarding, security and safety of the Ministry&#39;s<br \/>\nfacilities.<\/li>\n<\/ul>\n<\/div>\n<\/li>\n<li>\n<h3>Financial Institutions &#038; Technical Cooperation<\/h3>\n<div>\n<p>The Financial Institutions and Technical Cooperation Department is<br \/>\nresponsible for the following:<\/p>\n<ul>\n<li>Proposing and implementing technical cooperation projects with<br \/>\ninternational organizations and agencies to achieve the preparation and implementation of development plans and programs in<br \/>\ncoordination with the relevant authorities.<\/li>\n<li>Suggesting ways to benefit from the technical assistance and work<br \/>\nrelated to the Ministry of Finance provided by international<br \/>\norganizations.<\/li>\n<li>Studying draft agreements to be concluded in the areas of technical<br \/>\ncooperation with countries and regional and international<br \/>\norganizations and following up on their implementation.<\/li>\n<li>Preparing research and studies for internal lending policies in the light<br \/>\nof local and international financial developments, in coordination with<br \/>\nthe relevant authorities.<\/li>\n<li>Studying and analyzing requests for lending to some countries from<br \/>\nState of Libya in coordination with the competent authorities to ensure<br \/>\nthe availability of the necessary guarantees for repayment and to<br \/>\nparticipate in the preparation of draft loan agreements in coordination<br \/>\nwith the relevant authorities and to follow up on the loans collection.<\/li>\n<li>Take the necessary measures in order to collect the installments and<br \/>\ninterests of the loans granted on time, in accordance with the<br \/>\nrespective agreements, match them, submit a periodical thereto, and<br \/>\nkeep the official documents related to the lending agreements and<br \/>\ndebt clearances.<\/li>\n<li>Coordination with the relevant authorities in listing all loans granted by<br \/>\npublic authorities, following up on data and information related to them, and all existing debts of the State and on it, and taking the<br \/>\nnecessary measures to match them.<\/li>\n<li>Carrying out the procedures for collecting and paying the outstanding<br \/>\ndebts, matching the documents related to them with those concerned,<br \/>\nand counting them and classifying them in the records in coordination<br \/>\nwith the competent authorities.<\/li>\n<li>Studying periodic reports received from regional and international<br \/>\nfinancial institutions and referring them to the relevant authorities,<br \/>\naccompanied by the opinion of the Department in this regard.<\/li>\n<li>Maintaining old debt files of foreign companies that carried out<br \/>\nbusiness in Libya during the previous periods, and working to take the<br \/>\nnecessary measures to settle them.<\/li>\n<li>Preparing periodic reports on the workflow of the Department and<br \/>\nreferring them to the competent authorities in the Ministry.<\/li>\n<\/ul>\n<\/div>\n<\/li>\n<\/ul>\n<div>\n<h2>Offices<\/h2>\n<\/div>\n<hr>\n<ul>\n<li>\n<h3>Legal Affairs Office<\/h3>\n<div>\n<p>The Legal Affairs Office is responsible for the following:<\/p>\n<ul>\n<li>Follow-up on cases filed by and against the Ministry, and coordinate<br \/>\nwith the Cases Department, in preparing the necessary defense in<br \/>\nrespect of them and taking the necessary measures regarding judicial<br \/>\nrulings that are implemented by the public treasury in coordination with<br \/>\nthe Budget Department.<\/li>\n<li>Expressing opinion and legal advice on the topics presented to it,<br \/>\npreparing and reviewing draft resolutions that the Ministry of Finance,<br \/>\nMinister of Finance or Undersecretary of the Ministry are competent to<br \/>\nissue.<\/li>\n<p>.<\/p>\n<li>Preparing legal memoranda on topics that the Minister of Finance<br \/>\npresents to the Council of Ministers.<\/li>\n<li>Participating in the preparation of draft agreements to which the<br \/>\nMinistry of Finance is a party in coordination with the relevant<br \/>\ndepartments.<\/li>\n<li>Participate in the drafting and reviewing of contracts related to the<br \/>\nMinistry of Finance.<\/li>\n<li>Examining complaints and conducting investigations on the topics and<br \/>\nissues assigned to him.<\/li>\n<li>Participate in the preparation of financial, tax and customs legislations<br \/>\nand legislations related to human, economic and social development<br \/>\nand propose what is necessary to amend them when needed in<br \/>\ncoordination with the organizational divisions and the relevant<br \/>\nauthorities.<\/li>\n<li>Receiving the Official Journal and other legal encyclopedias,<br \/>\nclassifying them, keeping them, and organizing their circulation among<br \/>\nthe units of the administrative apparatus.<\/li>\n<li>Stamping, recording and numbering decisions and preparing the<br \/>\nnecessary procedures for circulating and classifying them.<\/li>\n<li>Preparing the necessary reports on the progress of work in the office,<br \/>\nand submitting them to the competent authorities in the Ministry.<\/li>\n<\/ul>\n<\/div>\n<\/li>\n<li>\n<h3>Internal Audit Office<\/h3>\n<div>\n<p>The Internal Audit Office is responsible for the following:<\/p>\n<ul>\n<li>Reviewing the transactions and procedures of the administrative<br \/>\napparatus of the Ministry to ensure the integrity of the procedures and<br \/>\nthe correct application of the legislation in force in particular.<\/li>\n<li>Verify the assets and liabilities of the administrative apparatus and<br \/>\nrecord them in the books in accordance with the law of the financial<br \/>\nsystem of the State and the budget, accounts and warehouse<br \/>\nregulation.<\/li>\n<li>Follow up the financial and administrative conditions of the Ministry<br \/>\nand prepare the necessary reports in this regard.<\/li>\n<li>Inspection of general and specialized stores, accounting records of<br \/>\nstores, procedures followed in receiving items, method of keeping and<br \/>\nstoring them, and verifying implementation of the budget, accounts<br \/>\nand warehouse regulations.<\/li>\n<li>Studying the observations and issues received from the regulatory<br \/>\nauthorities and preparing responses to them in coordination with the<br \/>\nrelevant departments and offices.<\/li>\n<li>Preparing periodic reports on the progress of work in the office and<br \/>\nsubmitting them to the competent authorities in the Ministry.<\/li>\n<\/ul>\n<\/div>\n<\/li>\n<\/ul>\n<ul>\n<li>\n<h3>Martyrs of Duty Office<\/h3>\n<div>\n<p>The Office of Martyrs of Duty specializes in the following:<\/p>\n<ul>\n<li>Receiving, examining and sorting personal files and certificates of the<br \/>\nlast payment transferred from units of the administrative apparatus<br \/>\nand other bodies for whom the status of (duty martyr) was established<br \/>\nin accordance with the provisions of Law No. (12) of 1991.<\/li >\n<li>Preparing a special record for each ministry or entity to record the<br \/>\nnames of the martyrs of duty whose files were transferred from it and<br \/>\ndocumenting this data in the computer system.<\/li>\n<li>Follow-up on the salaries of martyrs of duty whose files have been<br \/>\nreceived, as well as other financial affairs such as entitlement to the<br \/>\nannual increment, promotion, changes in the family allowance and any<br \/>\nallowances determined by the legislation in force.<\/li>\n<li>Responding to inquiries from the families of the martyrs of duty and<br \/>\ncooperating with them in solving any problems related to the job status<br \/>\nof the martyrs from the reality of personal files and in accordance with<br \/>\nLaw No. (12) for the year 1991.<\/li>\n<li>Preparing the financial claim for the new files received by the office<br \/>\nupon their arrival and taking the procedures for obtaining financial<br \/>\nallocations and disbursing the salaries owed to the families of the<br \/>\nmartyrs.<\/li>\n<\/ul>\n<\/div>\n<\/li>\n<li>\n<h3>Ministry Affairs Office<\/h3>\n<div>\n<p>The Ministers Affairs Office is responsible for the following:<\/p>\n<ul>\n<li>Receiving offices and reports addressed to the Minister, completing<br \/>\nthe necessary data about them, presenting them, and implementing<br \/>\nthe instructions issued in their regard.<\/li>\n<li>Preparing correspondence and memoranda issued in the name of the<br \/>\nMinister of Finance and the Undersecretary of the Ministry, and<br \/>\ncoordinating in this regard with the various administrative units<br \/>\naffiliated with the Ministry in cases where the necessity so requires.<\/li>\n<li>Setting the agendas of the meetings that are called upon at the<br \/>\nrequest of the Minister in accordance with the directives issued in<br \/>\nparticular, preparing for those meetings, distributing their agendas,<br \/>\nediting their minutes, informing the concerned authorities about them,<br \/>\nfollowing up on the implementation of any decisions, stamping,<br \/>\nrecording and circulating them, or any executive procedures issued by<br \/>\nthose meetings.<\/li>\n<li>Organizing the Minister\u2019s interviews and communications, providing<br \/>\nthe information and data that he requests, and keeping confidential<br \/>\ndocuments in accordance with the controls set and decided by the<br \/>\nMinister.<\/li>\n<li>Participating in the internal and external meetings attended by the<br \/>\nMinister, preparing the necessary reports on them and following them<br \/>\nup with the competent authorities.<\/li>\n<li>Examining the issues covered by the various media of interest to the<br \/>\nMinistry of Finance, presenting them to the Minister, following them up<br \/>\nand submitting proposals regarding them.<\/li>\n<li>Classifying and keeping documents, reports and all documents related<br \/>\nto the work of the Ministry Affairs Office.<\/li>\n<li>Coordinating with all departments, authorities and offices, as well as<br \/>\nthe bodies within the supervision of the Ministry of Finance regarding<br \/>\nthe provision of any information or data requested by the
